années 1980 les mandataires francophones de la Périphérie bruxelloise éprouvèrent le besoin d'unir leurs forces ; ils créèrent donc le Groupement des francophones de la Périphérie (GFP). En juin 1982, à l'ULB, des représentants de tous les partis francophones participèrent aux travaux du premier Congrès des francophones L'UF a pour objectif premier de défendre, faire respecter et promouvoir les droits des francophones tant au niveau local que provincial et régional. Depuis cette date des listes UF sont déposées lors des élections communales, provinciales et régionales successives Pour rappel, l'assurance-autonomie est redevable annuellement (25?/an) par chaque habitant de Flandre. Le 21 janvier dernier, la Cour constitutionnelle a tranché le débat sur l'assurance-autonomie imposée par la Flandre : elle reconnaît à la Flandre le droit de créer et d'imposer cette assurance-autonomie aux personnes habitant en Flandre ou à Bruxelles (pour ceux qui la choisissent) mais la Flandre ne peut pas retirer le bénéfice de l'assurance quand la personne quitte son territoire. La Cour a en effet considéré que cet aspect portait atteinte au principe européen de libre circulation des personnes.
